God will restore Israel to its land, where foreigners will join His people, and will reverse the power of their oppressors. Israel will taunt Babylon’s fallen king: though he sought godlike heights and terrified nations, he has died like every other ruler, and Babylon’s name will disappear. God also swears to break Assyria in His land. Finally, He warns Philistia not to celebrate a fallen enemy, because worse judgment is coming; only Zion offers refuge.

God will topple Babylon, Assyria, and Philistia, restore His people, and make Zion the only secure refuge. The taunt directly addresses Babylon’s human king, whose attempt to reach godlike heights ends in Sheol. Christian tradition has often heard an echo of Satan’s fall in verses 12–15, but Isaiah’s immediate target is the tyrant who devastated nations. No ruler can overturn God’s purpose.
