Righteous leadership gives people reason to rejoice; oppression and partiality bring ruin. Fools vent anger, flatter neighbors, and reject reproof, while wise correction and discipline produce peace.

Wisdom receives correction and exercises authority with justice, restraint, and compassion. Discipline children faithfully, defend the poor, rule honestly, govern anger, and fear the Lord rather than people. In verse 18, “prophetic vision” means revealed guidance from God; modern organizational vision statements are a different idea. Where God’s instruction is absent or rejected, restraint collapses. Communities flourish when truth directs both leaders and those they lead.
