Moses takes a second census of Israel by tribe and by clan to correctly size the inheritances in Canaan (the first census was at Sinai).

While the total number of Israelites is very similar from the first census to the second, every person in the first census has died except Moses, Joshua, and Caleb, fulfilling the purpose of the forty years of wandering.
