God commands His people to keep justice and righteousness because His salvation is near. Eunuchs who faithfully belong to Him will receive an everlasting name better than children, while foreigners who join themselves to the Lord will worship joyfully on His holy mountain. God’s house will become a house of prayer for all peoples as He gathers others beyond Israel’s outcasts. Yet Israel’s watchmen are blind, its watchdogs silent, and its shepherds greedy and self-indulgent, leaving the people without faithful leadership.

God welcomes foreigners and eunuchs into His people while condemning Israel’s blind, self-serving leaders. Verse 1 bridges promise and practice: because salvation is near, God’s people must live justly now. Covenant belonging extends beyond nationality, ancestry, and physical condition. Jesus quotes verse 7 while cleansing the temple (Matthew 21:13; Mark 11:17; Luke 19:46), rebuking leaders who corrupted the house of prayer for all peoples.
