Peter addresses elders as a fellow elder and witness of Christ’s sufferings. They must shepherd God’s flock willingly and eagerly, not for gain or control, leading by example until the Chief Shepherd gives them the unfading crown of glory. Younger believers should submit to elders, and all should clothe themselves with humility. They may cast every anxiety on God because He cares for them, yet must remain watchful, resisting the devil and standing firm in faith alongside suffering believers worldwide. After a little while, the God of all grace will Himself restore, confirm, strengthen, and establish them.

The letter closes by placing the church under God’s mighty hand. Elders lead without domination; believers live humbly together; all resist evil through steadfast faith. This completes Peter’s movement from suffering to glory. God’s scattered people are neither abandoned nor alone: the God who called them to eternal glory will establish them.
